I'm playing an Ironman game as Savoy and am the elected emperor of the HRE - the year is approximately 1495. I meet all requirements for forming Sardinia-Piedmont (except admin level 10 - but not long to go).
Problem: the decision to form S-P states that this will cause me to leave the HRE, however I am very reluctant to lose my emperorship.
Alternatively: if I am forced to leave HRE, but I happen to remain the emperor, can I easily re-add all my provinces and hence my membership to the HRE? I remember a previous game where I was able to join the HRE by having great relations with the emperor and by reducing my base tax.
Please help!

if you are emperor and if you stay emperor after you take decision, it doesn't matter if you leave hre. Just re-add all your land.
I have seen same threads on italy and moving capital to rome, which defacto meant your new capital was outside hre. They fixed that..
Didn't they do it for all nation formings? Shame on them.
I once did several savoy runs, but forming sardinia piedmont before italy just never happened. To be honest, maybe just go for italy. But it might be worth it to backup a save file, take decision, and see if you can re-add all provinces as hre emperor.
I doubt 'leaving hre' will cause a new 'emperor election' to occur, but I dunno. Game can get wonkey. Backup and see, or wait for other player feedback.

Assuming 1.15 is same old same old and you are the emperor. Most nation forming decisions involve "remove all provinces from hre(unless elector)+gain kingdom rank" then you add all off them back, giving up the kingdom rank but gaining a tonn of IA.

If you are emperor and are forced out of the HRE by some nation-forming decision, you remain emperor. Fundamentally you would be in the same situation as a non-HRE member becoming emperor, such as Spain or France. The only exception I can think of is Germany; forming Germany can't happen if you are the emperor.
You can always add provinces of your nation to the HRE if you are emperor, provided they are adjacent to a province that is a member of the HRE. Joining by adding your capital won't be a problem.
If you are not the emperor, there are basically two ways to become a member:
1. Ask the emperor to join. You need a relatively low development and good relations with the emperor to do this, so it probably isn't going to happen unless you dump a number of provinces on to a vassal or client state.
2. Cede your capital province in a war, and hope your capital gets moved to a province you own that is a part of the HRE. This is wildly impractical.

Wait, so i can form Germany, and so long as i am Emperor, re-add my self to the HRE? Is this Correct? If so, yay.
2k hrs in the game and im still playing catch up with the Devs choices.

HREmpror can't form Germany.

No, you can't form Germany as the emperor. The Form Germany decision specifically prohibits this.
You can, however, form just about any other nation as the emperor. Italy, for example.

Yes, in the unusual case you are Cyprus and the emperor you can't form Jerusalem.
I'd be surprised if this happened more than once in all the hours everyone's played of EU4.

For all you know there is a guy who REALLY likes playing Cyprus and conquered the world with it multiple times... I'm not projecting! Honest!
